How to integrate rewarded video admob to unlock spinner item?

In an app, there are 40 items in a spinner. I want to lock 35 items and users have to unlock those by watching rewarded video. Currently I have placed a separate button in main activity (button says unlock all items for 48 hours) which shows the ad but doesn't lock the items after 48 hours. What should I do now?
Also is this a legal way to implement rewarded video ad?
