NuGet source code transformation (C#) file not installing in consuming application

I have a multitargeted (.NET 471 + Standard2.0) NuGet package which contains a class to be shared across a number of applications. I'd like to transform the namespace using the $RootNamespace$ token so the instance of the file in the consuming application shares the same namespace as the consuming application.



I've done what is outlined here:

However, the transformed file never ends up in the consuming application. I included a dummy class with no transformation applied, and that does successfully get installed into the consuming application.
