How to get a phone running Chrome Mobile to encode a video as h.264

I am trying to encode video using the h.264 codec, and I am using:



getUserMedia(constraints)


and



MediaRecorder API


I print out:



console.log('is webm h264 supported?', MediaRecorder.isTypeSupported('video/webm;codecs=H264'));


which returns true on every device I've tested, so I send MediaRecoder the options:



options = mimeType: 'video/webm;codecs=H264';


on the laptop running normal Chrome everything is fine and its uses the codec as asked, yet when I test on mobile it is reverting back to VP8.



Any idea what is going wrong here? Could it be a hardware thing for the phones I've tested (an LG-D722 and a Pixel 1 XL) or is it something in the software?
