Firefox 63.0.1 64bit Win7 - rules in media query not updating after page refresh. Link to video

Video of problem below.

When the page is first loaded, the devtools rules pane in Firefox updates when the breakpoint is reached.

But refresh the page (ctrl + F5 or ctrl + R) and although the breakpoint still functions, the rules pane doesn't update.

Close and open the tab/browser and updating happens correctly.

This is with a clean Firefox install, no extensions loaded. Tried developer and portable version as well. Same result. This works perfectly in Chrome devtools.
