How to access local clipboard

Developed with mfc.
Usually, when I run an application, I can copy (ctrl+c) the data from the desktop and paste it into a listctrl.
But when I register for service, I can't bring the data(CF_HDROP). Is there a way to solve this?



I confirmed that openclipboard result is true, but cna't bring data from IsClipboardFormatAvaliable(CF_HDROP)
