Opening file simultaneously

In operating system, kernel maintains a data structure to store list of all open/closed files.This list must be modified when a new file is opened or closed (adding the file to the list or removing it from the list). If two processes were to open files simultaneously, the separate updates to this list could result in a race condition.

The problem is related to accessing same file.
so if one process open and other say close the same file, with the order of their execution can actually change the status of that file.
Do they use some locking mechanism on this file?
How developers of operating system solve this problem?
