Textarea padding applies itself to outside and inside of box

When assigning padding to a native base Textarea, it gets applied to both the outside and the inside of the Textarea.
So I am unable to have a Textarea that is full-width, yet has an inner padding to it.
Is this the expected behaviour?
Thanks
