In order to secure my Drupal 7 installation, I would like to encrypt settings.php for secure db username and password.
Does anyone have any idea on how to secure my settings.php in Drupal 7 ?

Can you show what you have tried by adding the relevant code to the question and describe your problem.

i want to encrypt this file as base64 or other and anybody has permission to see settings.php do not can see database username and password in settings.php

Base 64 is not encryption. Use a second file sec_settings.php which has restricted access rights e.g chmod 700 and chown www-date and include this file in your settings.php using the ‘require „sec_settings.php“‘
