Build/Debug visual-studio from windows and run in Linux machine

We need to build and debug application in visual studio in Windows, and deploy/run in Linux target machine.
I've searched material about this and found tools like visualGDB and winGDB, which both are commercial products:
http://www.wingdb.com/
http://visualgdb.com/documentation/linux
Are these the only alternatives ?
I also found that if the host machine is Linux instead of Wwindows, than it is also possible to do the same:
https://blogs.msdn.microsoft.com/vcblog/2017/04/11/linux-development-with-c-in-visual-studio/
Is there a built-in option in VisualStudio, or other free alternative, so that we can run visualstudio in Windows for building, while the target is Linux ?
I also found the following link, but can't see how this is used:
