Url not opening: The connection has timed out

I have successfully subscribed for sidekit mailing list recently. Confirmation mentioned the following url as homepage
http://listes.univ-lemans.fr/wws/info/dev-sidekit
But whenever I try to open this link, it doesn't open and returns following error:
Furthermore, whenever I try to mail any corresponding mail on server @univ-lemans.fr , mail delivery also fails.
I am from Pakistan. Though I also tried through proxy but it didn't work as well.
